If an employee takes 3 days leave and if any national and festival holidays falls in between.. should we consider it as leave and deduct his leave.. ?

Depends generally on the nature of leave, Casual Leave counts only the working days, and an intervening holiday (be it National & Festival Holiday or weekly off) is not counted while other leaves like Earned Leave, Privilege Leave, and Annual Leave count the intervening holiday.

Any holiday in the middle of leave is considered as leave It does not then matter whether it was a weekly holiday, festival holiday or national holiday
