Legal Remedy for Resignation Notice Issue

I had been working at Punjab State Cooperative Bank until 21st October 2017. During my service period, I applied for the post of inspector in the Cooperative Department of the Punjab government through the proper channel. I got selected in the Cooperative Department of the Punjab government and joined the said post by tendering a technical resignation to the bank, as they had already permitted me. However, they have now issued me a letter to submit three months' salary to the bank because I have not served notice. My appointment letter does not specify the terms of resignation. What kind of legal remedy can I avail? Please inform me of any law, circular, or court order in this regard.

Dear Angad,

As you have joined the government service, the employment certificate from your immediately served private company does not matter. Secondly, you have written that in the appointment letter, the provision of notice period is not mentioned. Therefore, you may reply to your ex-company that the notice period was not served as there was no such provision in the appointment letter. Further, state that no correspondence will be entertained on the subject.
