If your resignation letter is in line with the notice period requirement, then the management is obligated to accept and relieve you. Utilize all channels of authority, including the highest, i.e., the CEO. The concerned manager is wrong in treating this as a personal matter. He should realize that he is working for an organization and should act according to the company's policies.
