Hello Please let me know can an employee who is npn unionised or whose employment does not come under any union take a VRS.

If there is a VR scheme announced by the employer, every eligible employee can opt for voluntary retirement and avail the benefits under the scheme. Where does the question of unionization come in here? Your question is not clear enough to elicit the answer for the problem you expect.
