Is it mandatory to submit the monthly EDLI return – Form 7IF to RPFC every month for an exempted employer when PF is online? Also, please suggest if your organization has an exemption in the EDLI scheme and has already submitted all required documents to RPFC & CPFC for obtaining the exemption certificate (hard copy) as per the provision of the EDLI Scheme, 1976 under Sec 17(2A) of the EPF & MP Act, 1952, but RPFC & CPFC did not issue the EDLI exemption certificate to the employer. What should the employer do in this condition? Kindly suggest what we can do to obtain the same.
Additionally, inform us if the organization has stopped the contribution (0.5%) in AC-21 (EDLI) without obtaining the exemption certificate and submitted the same contribution to LIC as a premium against EDLI exemption but without receiving the EDLI exemption certificate from RPFC & CPFC.
What penalty can be imposed on the employer in this case while the employer has already submitted all required documents and stopped the contribution in A/C 21 in the PF challan without obtaining the exemption certificate? Please suggest and advise on the same ASAP.

Yes, it is mandatory to submit the monthly EDLI return—Form 7 (IF)—to the RPFC every month for exempted employers. This is because it is the EDLI return that confirms you have taken the exemption. If you have not received the Exemption Certificate, you can approach the EPF Office. If you have applied for the exemption, then from the date you mentioned for the exemption, you are not required to pay 0.5% (A/c 22) from that day.

Thank you for your advice. Please suggest if you are already exempted from the EDLI scheme, is it mandatory to pay inspection charges of 0.005% in the case of exemption in EDLI? If you pay the same, then in which account should you deposit the amount in the PF challan?

Hi, When EPF office sent exemption order they clearly mention on that letter stated employer is liable to pay 0.01% or minimum 1 Rs. company will pay as a inspection charges in A/c 22.

Thank you for your reply. As per your email, we have already paid the inspection charges of 0.01% into Account Number 22, instead of the regular 0.005%. If possible, could you please provide me with a scanned copy of the filled Form 7(IF) and also explain point number 8(IV) in Form 7(IF).

This is not a Return 7-IF of EDLI. Actually, it is a schedule that should be submitted by organizations that have taken exemption from EDLI through PF and are maintaining the EDLI Account with LIC/GIC for Flat Cover (currently up to a maximum of Rs 1.30 lakh from PF).
