I am changing my job, and I can see a column for a special allowance in my new TEC breakup. My concern is that I cannot claim (produce a bill) for all allowances mentioned under special allowance. Is it mandatory to produce bills to get them paid? If I fail to produce a bill every month, will it be paid at the end of the financial year? Please help.

You do not need to show bills for the special allowance amount to claim it. It is part of the salary under taxable income, if it crosses the limit in PA. For not deducting tax from that amount, you need to show some investment declaration.
You can claim the Medical allowance amount and LTA by submitting bills.

This arrangement works in two ways. Some companies pay the amount without a bill and deduct taxes, while others may pay your bill directly regarding telephonic expenses, etc.
LTA will surely be paid with or without bills. For others, you should check with HR of the company.
