We supply candidates. How can we track if a candidate joins a company referred by us and doesn't inform us? Neither the candidate nor the client informs us! We charge the candidate and not the client, but we still find that in many cases, the client hires a candidate and forgets or purposely doesn't inform us!

The company is not at liberty to tell you whom they have hired if you have no agreement with the company. Since you are charging the candidate, you need to have constant follow-up with the candidate. It is essential to have an agreement with the company so that you can manage better, and the company becomes liable for sending you the information.
Additionally, building a better rapport with the company and the candidates is crucial. This will help you in the long run.

Legal Agreement for Candidate Placement
Yes, a legal agreement with the company, wherein you have specified that you shall provide them candidates and they, in return, will inform you about the gross or CTC offer to the candidate when the person joins the organization.

It is better if you send a referral letter scanned copy along with the candidate's bio-data to the client so that you will receive a reply email from the client about the candidate's status after the interview. The most important thing is that you should have good follow-up with the candidate as well as the client.
