I have also face the same problem, after discussion with various consultants and officers, I have attaching herewith the some working, but not sure I am also trying to discussed with other Government officials. This is for information only, please take suggestion before taking final decision.

The DA is same as COLA (Cost of Living Allowance), i.e. average rate of Rs. 28 across all categories of workers applicable after the circular is released in July 2014, as per the circular.

Hi,
Just a few suggestions - There is no such thing as Gross CTC. CTC as component is Gross Pay + Employer contribution to various Social Service Benefits provided to the employee including PF, ESI, Gratuity (if being allocated). Please compute CTC Separately.
