Just put in a normal resignation letter stating personal reasons. Add a line: "The late working hours, which often extend to 11 pm, are a security hazard for me and are a contributing factor to my resignation."

As a woman, you should request the company to ensure your safe transportation home by providing a cab with security. If the company refuses, it would be appropriate for you to take further action.

If you understand your work responsibilities and believe they cannot be managed within the appropriate timing, then speak to your HR about your security concerns due to timing issues. For late working hours, the company should provide a cab facility with security. Try to arrange a grievance session and present your concerns to HR. If you don't find any solution, then consider searching for a new role and submit your resignation in a simple manner without providing a reason. As my friends have already mentioned, resignation is the final step. Before that, try to address your issues as soon as possible.

Just seek approval for this letter because somewhere you mentioned that you are ready to serve your notice period. Instead of this, if you specify that your notice period will start from a particular date, it will initiate your notice period. HR may take some time to approve it, and then they will allow you to start your notice period. Alternatively, they may consider it final and commence your period from the same date.
