PROPOSED STRATEGY FOR MANPOWER ASSESSMENT.
1. The performance appraisal forms have been issued to all the HODs for filling up the forms and keep it ready by 23rd Aug 2007 for final assessment by the committee.
2. Team members to collect the complete Department wise list of Non-Teaching employees from the Establishment Section of the respective Institution in the following format: (Master List)
S.NO. NAME OF EMPLOYEE DESG DEPT QUALIFICATION ON PAYROLL D.O.J. PRESENT SALARY REMARK
3. Respective team members to visit the Departments, & record the following data:
a) Name of the Department, Name of HOD.
b) Nature of job carried by the dept.
c) Assess the workload for non-teaching staff. (Designation wise)
d) Record the no. of employees working in the dept (Designation wise)
e) Confirm the correctness of the individual data with master list.
4. Take the Assessment forms (duly filled by HODs) for class II & III employees from the dept and organize a meeting of the individual employee with HOD & Committee member. Discuss the performance of an individual with HOD & employee. Record the performance, need for improvement, and areas of improvement, training needs, individual capabilities & scope to explore the same to the optimum, possibilities of cross training in other areas for 2nd line (backup).
5. Identify the individuals for promotions/reward etc. as per the performance rating and recommendations of the HODs
6. Identify the non-performing individuals, reasons for unsatisfactory performance, can they be improved by specific training?, do we require their services or they can be fired out? Possibilities of absorption of good employees working on contractual basis on our payroll.
7. For class IV employees – discuss with HODs & find out their performance, need for improvement, and scope for training, their optimum utilization. Recommendation for promotion/increment/reward for good performers. Possibilities of discontinuation of employee in case of non-performer.
8. In case of excess manpower (all classes) in any dept, recommendation for inter departmental or inter institutional transfer.
9. Finding out the scope of multi tasking / multi utilization of the employees, depending upon their workload.
10. Finding out the utilization of PG Students / Apprentices / Nursing students in the department to reduce the permanent staff without disturbing the routine work and efficiency of the work.
11. On completion of assessment of all the departments, take an appointment with Head of the Institution & organize a meeting of Team members, HODs & Head of the Institution. Discuss the findings of the overall activity, record their views & suggestions.
12. Prepare a complete report, which should compulsorily contain following information:
a) Formula for Department wise Manpower Planning. (Standard minimum requirement of manpower as per existing workload)
b) Present position of designation wise Manpower, utilization, excess staff/ deficiency of manpower.
c) List of excess manpower.
d) List of efficient manpower for promotion/ increment /reward.
e) List of unsatisfactory employees for discontinuation.
f) List of contractual employees can be considered for absorption on our payroll.
g) List of employees for inter departmental/institutional transfer due to excess, due to specific skills, due to stagnancy in the same dept, due to any other reason (pl specify the reason in remark column)
h) List of observations / recommendations / suggestions for improvement of work quality, improvement of efficiency, optimum utilization of manpower & any other remark which you find needs to be informed to the management.
13. On completion of the entire activity, all the team members of the three committees to meet at H.O. and discuss the whole exercise among themselves. Make necessary changes/alterations in the reports.
14. Prepare final report Institutions wise. Discuss the final report with MD & Head HR. Incorporate their suggestions in the report and then prepare the final report to be presented to Hon’ble Chairman Sir.
