Uploading a resume on Singapore job portals has not been effective for me; I have applied to many jobs but have not received any replies. It is challenging to contact employers directly to apply for a job and an employment visa.

One reason why you may not be getting any response could be because most Singapore companies prefer those who have Singaporean experience—especially for roles like HR, where much of the interaction would be with multiple nationalities.
Pathway to Working in Singapore
The only practical and realistic way for non-technical professionals like you to go to Singapore would usually be to work in a company in India that also has an office in Singapore and then manage to get a posting there. Not very encouraging, I guess.

I used to be an HR manager in the hospitality industry in Vietnam and just moved to Singapore 3 months ago on a dependent pass. Is it true that the Singaporean Ministry of Manpower only grants employment passes to those who can receive a minimum wage of 5,000 Singapore dollars per month? Can people with dependent passes apply for a job with a salary less than 5,000/month?

No country allows people with a Dependent Visa to work. Such individuals need to get their visas converted to an Employment Visa before they can work, as per the norms applicable to such visas—and it's the same in Singapore too.

Regarding your query about the link between the Employment Pass and salary, what you mentioned applies ONLY to those who want family status (visas for family too). Otherwise, those with a lower salary are also eligible for the EP—without the family.
