You can simply issue a letter as follows, even to an employee who is still on probation:
To Whomsoever It May Concern,
This is to certify that Mr./Ms. ______, S/o/D/o ______, has been working with our organization since ______.
This certificate is intended to enable him/her to obtain a loan from the bank.

What's the fuss in issuing a certificate? Absolutely, there is no need for checking the criminal records for simply issuing a certificate. We are not acting as a moral police for the organization. Let the lender bank check the credentials of the applicants before granting or refusing a loan.
