Importance of Providing an Offer Letter

How important is it for any company to provide a new joinee with an offer letter? Is there any kind of act regarding the same?

The company where I am working does not provide any proof to mention the joining date, designation, or any such things. The pay slip is the only thing that can be shown, which is not accepted in most corporates. Also, the company has strict rules requiring a one-month notice period to receive a relieving letter. No relieving letter will be provided in case of short notice. There is a lot of manipulation done here concerning salary and all.

I got a new job in a better company than the one I am currently working for. However, I am falling short of the one-month notice period, hence will not be getting a relieving letter, which I need to show in my new company. No amount of request seems to work here. Is there anything that I can do?
