There is a mismatch in the heading and contents of your post. There are three strategies: corporate strategy, business unit strategy, and functional strategy. There is nothing like "motivation strategy."

In my many years in HR and Training, I never came across anyone having a "Policy on Employee Motivation." At best, you can have guidelines but certainly not a policy on motivation.

What is Motivation?

Motivation is a willingness to expand one's capacities or a willingness to spend one's energies. There is a famous proverb, "you can take the horse to the water, but you cannot make it drink." A motivated horse starts drinking water on its own and does not require external stimulation. Now tell me, can you have a policy for horse assistants on how to make a horse drink water?

A motivated employee does most things without being told to do them. A policy on motivation is something telling employees what they need to do without being told to do it!

Factors Influencing Employee Motivation

Employee motivation depends on many factors. It is quite complex and an output of several factors. Prominent among them are:

- Nature of the job or challenges in the job
- Suitability between the job and the personality of the person
- Organization's culture (progressive, bureaucratic, open, puritanical, etc.)
- Rewards for performance
- Promotion avenues or opportunities for career advancement
- Interpersonal environment in the company
- Brand image of the company or position of the company in the industry
- Leadership at the top
- Whether the manager is a role model, the managerial competencies of a manager
- Training given to the employees
- Upgraded technology in the company

and so on.

I hope my reply clarifies your doubt. You can take the Employee Satisfaction Survey (ESS) and measure your satisfaction level. This can be a starting point for employee motivation.
