Good sharing. Somewhere or other in our industries, people do make such makeshift arrangements, often referred to as "Desi Jugad." It can be shared in training sessions to emphasize not to do so and to discuss its consequences.

Having seen the workers in various industries as an HR and security consultant, it is nothing new for us. Mobile phones can be used for many constructive and positive purposes on-site like this. If you can, please send this to your colleagues and the Factories Inspectorate office of your location, and see the reaction.

The picture tells a lot regarding the safety culture of the site where it is happening. Maybe the management has not even started thinking about giving importance to safety. The cylinders are laying horizontally, no flashback arresters, and no PPE being used by the workers.

Safety Concerns and Reporting

Now, regarding your comment about informing the Factories Inspector, I am very sure there should be a good relationship between the management of this site and the inspector of that area. He may also be well aware of these incidents. If any employee reports this, they may be in trouble, and nothing else is likely to happen, and the situation will not improve. Rules in India need to become more stringent to address what you have pointed out.
