Respected Seniors, please suggest which course would be better for me to start my own labor consultancy and statutory compliance firm in the future. Currently, I have 2 years of experience in this field, and I am considering enrolling in June 2012 for an MSW. However, some advice favors pursuing a Diploma in Labor Law.

I am an MBA (HR) and want to study abroad. Please suggest what I should do next—pursue an MSW, a Doctorate Degree in HR, or some other course. I am currently working in the HR field. Kindly advise on my next steps.

It will truly depend on how soon you want to get into this field and what experience you possess. Whatever the qualification (either MSW or Diploma in Law) is, your experience in the field of interest counts as a pivotal point. Having seen the industry for more than 5 years, the field you want to get into is already filled with many professionals. If you really want to pursue further, you need to have a cutting edge over others. I think it's easier said than done; your ascribed competency (degree you possess) won't help you much in this regard. There is no dearth of people who have done the said courses; however, they ended up being nowhere. Hence, my suggestion would be "it does not matter what you do; but how you do it does matter."
Go with MSW, get into a good firm, get hands-on experience, then venture out to realize your aspiration of becoming a consultant in the field.

I have done both way back in 1989. Since your objective is to start a labor consultancy and compliance firm, go for any degree or diploma in Labor Laws. MSW would cover more subjects on Social Work, which would not be useful for you. Hence, my recommendation is to go for a qualification that helps in achieving your objective.
All the best!!
