I have completed my PGDBM from SCDL (Symbiosis Center for Distance Learning) before which I did my BCA through distance education. Can I directly opt for a Ph.D. after my PGDBM from SCDL, or do I need to pursue other courses? I am interested in specializing in HR for my Ph.D. Could someone please help and guide me further?

You can opt for a fellowship. There are several good institutes, e.g., Carlton Advanced Management Institute/Middle Earth Consultants. The fee is also reasonable. I think if you score a scholarship, it should cost less than 1 lac.
There are several such good institutes where you can pursue a fellowship and post-doctoral research work too. They don't insist on a master's degree; a PGDM is fair enough.
In Australia, there is a provision that even if you are a high school pass, with 6 years of supervisory experience, you can pursue an MBA.
I am a life member of AIMA. There are provisions for obtaining an honorary doctorate too (check their website for details).

In 2000, when I enrolled with AIMA, the PGDM was accepted. Depending on the papers chosen in PGDM, one could even receive credits (if there is a similar subject, one can skip it altogether). I completed my PGDM in 2000 from LBSIM. At that time, a Ph.D. was not mandatory for the job of a lecturer, and I received offers for lecturer positions.
In '94, one could become a lecturer in an engineering college with just a BE degree. Even now, there are several bodies that accept PGDM for fellowship or post-fellowship opportunities.
