Please guide me on how to define a pay scale. I am working in a garments company where more than 300 employees are employed. There are various types of workers, including Managers, Executives, Supervisors, Daily rate workers, Piece rate workers, and contract workers. Currently, there is no system in place for increments, salary proposals, or pay scales. However, since my recent appointment, my Director has tasked me with defining a pay scale for our employees.

Staff:
CEO, COO, P's, VPs, GMs, DGMs, Sr. Managers, Managers, DMs, AM, Sr. Executives, Executives, Supervisors - rated on a 5 to 10 point scale.
Workers:
Evaluation based on skill matrix/on-the-job skills with payment structured around the evaluation of minimum wages.
Division:
Skilled
Semi-skilled
Unskilled
and then Contract labor category with payments following the same structure. Highly skilled workers can be converted to permanent status if required by the company, after discussion with the contractor, or with assistance from a consultant if needed.
