First, you have to draft a model standing order with the help of the Standing Order Act of 1946. You can also research it on this forum.

As mentioned by Mr. Manish, the model standing order is available in the Industrial Employment (Standing Orders) Act, 1946. As your factory is in Madurai, please refer to the model standing orders mentioned in the Tamil Nadu Industrial Employment (Standing Orders) Rules, 1947. To verify the bare Act, you can visit www.erlaws.com.

As far as HR policies are concerned, they are all based on the requirements of the organization.
