Dear seniors and friends,
I attended ESIC Awareness Programme at Fortune Hotel, Tirupathi on 19.07.2011. The ESIC conducted a seminar for employees, employers, and trade unions aged over 60, commemorating the Diamond Jubilee.
The seminar covered IT Roll and the latest Amendments in ESIC. Mr. U.H. Rao, Regional Director from Hyderabad, presented on various IT issues such as generating online challans and modifications.
These problems have been resolved to almost 99%, as reported in EEnad on 19.7.2011. Furthermore, online payments are set to commence from August or September 2011, exclusively through SBI.
One of the latest amendments states that previously IPs had to contribute 78 days for benefits, but now IPs can avail benefits by contributing 39 days. Dependents are still required to contribute 78 days for benefits.
ESIC will establish a Medical College offering MBBS and PG courses in A.P. The reservation of medical seats will be as follows:
- Employers: 5%
- Employees: 10%
ESIC introduced online challan services from 12th November 2010. In cases of emergency, employees can be admitted to private hospitals and claim reimbursement through the dispensary, provided they obtain a certificate from the hospital as an EMERGENCY CASE.
Accident reports can now be submitted online. ESIC's project with Wipro has a total cost of 1200 crores.
Regarding Pehachan cards:
- 4.21 Lakhs to IPs
- 3.86 Lakhs to families
ESIC issues two Pehachan cards to IPs and their families. ESIC has increased the sealings to 10k to 15k from 01.06.2010.
Dependent sons aged up to 18 years can now be extended to 25 years. As per Supreme Court Judgments under Sec 51E, accidents of employees during travel from residence to the factory and vice versa are covered.
ESIC has collaborations with 54 corporate hospitals in A.P. IPs with Pehachan cards can seek treatment at any hospital listed by ESIC.
ESIC has expended 72 crores on employees, with an average monthly payout of 6 crores. Bill settlements are processed within 3 days to the respective hospital accounts by ESIC Corporate.
According to the Factories Act 1948, the act now applies to those working as 10 or more in any manufacturing company, irrespective of the wage bracket.
In conclusion, ESIC provides treatment for accidents and injuries sustained by workers for up to 3 months following an incident.

You have to deduct ESI. If you contribute to ESIC, anything that happens to workers, such as accidents or injuries, will be taken care of by ESIC. This will save the company.

I presume the query is on ESI deductions for civil constructions carried out by organizations through the employment of a civil contractor. In my opinion, ESI mandates a 25% deduction on the total value of the bill.
