You might want to start by setting yourself some goals and planning the activities that are expected to be executed by the HR department within your enterprise. Perform a search across the site for HR functions. Equip your company and yourself with some policies and then proceed to work with the Finance Department on payroll. There are many functions that you can execute in your enterprise to kick-start. It should be both a learning stint for you to kick-start a new department as well as show you a deep learning curve for you in the enterprise that you are now associated with. Consider it as an opportunity rather than as a threat. You will receive professional help on forums. However, I would advise that you find an executive sponsor and try explaining beforehand what you wanted to do with the department and whether you will need any additional help from the senior and executive team members.
