Good to see your email. English cannot be improved by joining speaking classes. They do not provide you with some ambrosia which you drink and change yourself into an English-speaking person. To improve your English, it is important that you have the drive and passion to improve. Communication is a combination of many things such as reading, reciting, and writing. Identify the aspects in which you are weak. It will help you focus on the right points.
If you are weak overall, start with the basics of English. Pick up a book that covers tenses, verbs, nouns, pronouns, English usage, subject-verb agreement, etc. Ensure that whatever you learn is revisited the next day. Talk to people around you in English and ask them to correct you when you make mistakes. Please, don't hesitate while speaking. It boosts your confidence a lot.
Apart from this, listen to English news, read newspapers, and try to comprehend them patiently. Learn at least five new words every day and try to use them in your daily conversations.

Here are a few practical tips to improve your English.
1. Buy two dictionaries - one good English to English and another English to Hindi or your own mother tongue (with pronunciation help).
2. Buy a thick address diary with separate identified pages for each alphabet.
3. Subscribe to an English newspaper and start reading the news items of your interest area - politics, sports, movies, gossip, business.
4. Underline the new, unknown words. Check the meaning and pronunciation of these words. Note down these words in your address diary on the respective alphabet pages. To start with, stop when you note down 10 words in a day.
5. The next day, before you pick up the newspaper, pick your address diary and try to recollect the words, their spellings, and meanings. Read them if you do not remember. Then start looking for another 10 new words from the newspaper for the day. Repeat this every day. Your collection will be increasing by 10 words every day. You may not be able to remember so many words, but no problem. Read them, spend a few moments with each word.
6. Now start relating to the words reappearing in the newspaper that were already noted and learned. Now see their usage in the sentence. Start trying to use these words in your sentences.

Mahendra Kumar is right; join the Toastmasters' club. I have seen people benefit greatly from it, not only in communication but also in presentation and other soft skills. It's a long-term program, a minimum of six months, but sure to yield results if attended with the right spirit.

English language is not as tough as you think! By practice, you can learn it. But always learn the correct method. One thing I would suggest is to always use the full form even when writing emails. Don't write short forms like "I was watching TV", "What's your name?", etc. Use the correct spelling.
Then, read more. Keep on reading good articles and newspapers, not blog forums (where you find horrible English!). Learn the basic grammar as well. Another point is, we usually think in our mother tongue and then convert it into English when we speak. That's the real problem, and hence, we make grammar mistakes. Instead, you have to learn to think in English and speak. Of course, this will require a lot of effort.
No one can teach you to speak English; you have to try yourself. Try hard, and you can succeed. After all, human beings have conquered Everest, so why not English?!
