Hi Mandeep, For the same, you should start by sitting with your department heads and then scrutinize the basic work profile, basic skills/qualifications needed to do a job. For example, for accounts personnel, they must know how to enter bills, prepare trial balances, reconciliations, etc. Once you have identified these basic requirements, consult with your seniors to determine which competencies are most important for a particular profile. Rate these competencies on a scale of 1 to 5, with 5 being the most desired.
Then, when you are looking for candidates, you will know which qualifications or skill areas are needed the most. I have attached a rough matrix for your reference.

Knowledge, Skills & Attributes are the crux of competencies. To be able to map the technical and behavioral competencies, one needs to understand the business process and operations, and identify from functional heads the key skills needed to excel in the role. In this way, for each unique role, you need to identify functional and behavioral competencies.
This can be started by formulating the Job Description along with functional heads, which also captures the qualification, experience, and functional and behavioral competencies of the role.
