For attendance purposes, the Muster Roll is the best and legal document. In fact, we also maintain the Muster Roll as a legal document. For leaves, you can use a Leave card. The Leave card may be designed according to your requirements, or you can use formats available on Google.

The most convenient way is to use a Time Attendance software. In my organization, I use CHRONOS software that comes as a free software with ELID Time Attendance Devices. As far as I know, it is also available in India and doesn't cost too much.

First, examine which of the enactments are applicable to your establishment with regard to the grant of different kinds of leaves and maintenance of attendance records. After that, go through the rules of those enactments to obtain formats for maintaining records related to both leaves and attendance.
