The difference is the paradigm shift that has taken place in the world of HR. In the earlier days, HR departments were ideally called Personnel departments, which basically worked behind the scenes (administering benefits to employees, maintaining salary registers, etc.). People who were considered low performers were put into the personnel team. But after globalization, when the shift took place from an employer's market to an employee's market, where ample opportunities were available to the employee. The need for retaining employees became vital.
There was a need to not only recruit the right person but also retain them. Hence, the shift from personnel departments to Human Resource departments, which was all about managing the most inevitable asset of the organization, people.
Then arose the need for providing developmental opportunities to employees within the organization, leading to the concept of Human Resource Development.
Today, HR is considered to be the backbone of every organization, and most businesses align organizational strategy with HR strategy to achieve set goals.

Personnel is the earlier name of the HR department, although both perform the same functions such as recruitment & selection, compensation & benefits management, and attendance management to some extent. However, in recent times, the HR role is more strategic than the personnel department. The personnel department usually focuses more on administrative work rather than being strategic. These days, HR is functioning as a strategic business partner. It is no longer just an overhead department but is actively working alongside other departments like sales, customer service, and marketing.

Now, some reputed companies also have a Personnel Department as well as an HR Department. Some companies have divided the workload between two departments. The Personnel Department deals with industrial relations (IR) activities or can be said to be related to legal issues, while the HR Department takes care of other activities.

In most of the MNC companies, there is a Personal Department and HR Department. The Personal Department handles all the employee-related work, while the HR Department is responsible for conducting interviews and other related tasks.
