Sorry for this idiotic question. Since I tried several times to upload a file, it shows that the file is empty. How do I upload a file on this site? Can anybody help me with this, please?

Hi,
Please follow the steps below:
1. Click on the "Browse" tab next to the Filename.
2. Select the file.
3. Click on the "Add Attachment" button.
4. You can leave the "File Comment" column blank.
5. Once it is added, click on "Submit".
