Kindly read my reply again. Did I mention anywhere that involving the CEO is not good? I have suggested finding out the reasons for late comings and eradicating them. Perhaps their reporting heads...

You are in HR. We HR people are not only for deducting salary; thus, we have to find out the root cause and rectify the issue accordingly. It's good that you involved your CEO in a particular issue....
