Yes minimum wage is calculated state vise. It is different for every state and every industry. Also minimum wage is different for skilled, unskilled and semi skilled employees.

whats the minimum wage for data entry operators , unskilled, semi skilled for state of maharashtra . is that different from city to city , if yes we are at Navi Mumbai .
