Yes, these two positions can exist together. In our organization, we have an Executive Director as well as a Managing Director. The company operates two plants, with the Executive Director serving as the Plant Head for one plant, while the Managing Director owns both companies.

Managing Director - Numero Uno - responsibility is absolute unless there are more than one Managing Director.

Executive Director - Defined, demarcated, and designated. He is responsible for what he is designated for. For example, CMD Anderson, Union Carbide - he was responsible for the Bhopal tragedy as he was CMD of the holding company's worldwide operations. An Executive Director - if he is not designated as responsible for the particular operation, he cannot be held responsible. However, he will still be only next to the MD in the firing line. MD can fire an ED, not vice versa.
