Compensatory Leave - National Holidays

Dear All,
if some one worked or travelled for company work out side the country on national holidays then he/she should allowed compensatory leave ? kindly guide me .

Compensatory leave is paid time off for an eligible employee having worked additional hours in a workweek; having worked on an official office closing day ,a holiday, or a scheduled day off ; or when a haliday falls on an employees's scheduled day off.

Compensatory Holoiday is must if an employee is required or allowed to work in the declared holiday.

Exactly, we can utilise the Compensation while worked on Holidys/national holidays. But some organisations, the facility not given the managerial level employees.

Kindly explain me how to adjust compensatory leave in leave record.
whether to increase opening balance (CL or EL) or should mention in separate column.
