'Competencies' are defined in domain-specific terms, meaning a particular set of qualities that may be effective in specific situations. You can consider it in the following form:
Effectiveness = function of (Perception, Attitude, Domain Knowledge, Learning, Organizational parameters...)
Organizational psychologists are concerned with attributing the 'human' factor of 'potentially effective' skills required to complete a job effectively.
