Full and final - If an employee resigned in oct and minimum wages were revised in Sep?

If an employee resigned in oct and minimum wages were revised in Sep, then what are the criteria for his full & final settlement? Can we make his full & final with the old salary or revised it?? Plz advice.

What ever is revised by Sep that will be the final one. Full and Final settlement should be based Sep revision.
