How Should HR Handle a Supervisor's Orders Being Ignored in a Car Wash Setting?

Danzel01
Last August 30, the supervisor instructed Mr. Roger to lead the washing area near the reception bay effectively the following day at exactly 12 noon. This was to prioritize PMS vehicles while the other two washers were on break. This is one of the improvement plans they want to implement due to several negative feedbacks about the car wash service. When the supervisor delivered the order, it was noticed that Mr. Roger disobeyed the instruction the next day. He saw Mr. Roger around 12:30 pm starting the car wash, but not in the reception bay. The two car washers, asked by the supervisor, mentioned that ever since the orders were given, Mr. Roger has not been consistent with the directive.
