Dear Member, Earlier, the Act was applicable to 20 or more employees in all states. However, in recent years, some states have amended the terms from 20 to 50. Please confirm for which state you are inquiring. Since you have posted the query from Delhi, let me inform you that in Delhi, the Act is applicable to 20 or more employees.

The Act has not been amended to make the CLRA Act applicable to those who engage 50 or more contract laborers. However, Chapter XI of the proposed Occupational Health, Safety, and Working Conditions Act, which deals with contract labor, applies only to those establishments that engage 50 or more contract laborers.

Few states like Maharashtra, Andhra Pradesh, Uttar Pradesh, Rajasthan, and Gujarat have extended the threshold from 20 to 50. Even Karnataka initially notified for 50 and later withdrew. Telangana is at 6, West Bengal at 10, and Tamil Nadu, Karnataka, Kerala, etc., are still at 20.
