What Should Be Our Vision As HR Head

As this was also aerily raise here, seniors your reply feedback and suggestion are required. that when an HR Professional step in to senior position in HR Departments what should be his/her vision

The HR Head should get into "Helicopter View" of the Department. His / Her Role should be strategic. A clear understanding of the Company Vision, Mission & Values is very important for the Role. THe questions he/ she needs to ask :
1) What is HR doing to realize the Co. Vision, Missions & Values ?
2) If HR is doing point 1) what are the measurement parameters for that ?
Overall, a relook at the HR Dept. / function as a whole & to transform it fully (if required) & rewrite the HR Dept.'s own Goal / Mission / Policy / Culture in alignment with the Overall Company's Business Strategy.
