Aatmanirbhar Bharat Rozgar Yojana - Out of 1100 construction workers, every month, 200 workers leave the company and new workers join

Dear Sir, We are a construction contractor, want to know about ABRY scheme implementation for our company.
Sep 2020 count was 1050. including contract workers.
Oct 20, Nov 20 Dec 20 count is above 1100
Out of 1100 workers, every month, 200 workers leave the company and new workers join.
Post Sep 2020 around 800 workers are new joiners.
My question is
Whether we have to register all 800 workers in ABRY or only above 1050 base number?
