New HR Manager in Tech Needs Help Crafting a Mentorship Program for 70 Employees

Hi everyone! I've joined a new tech team as an HR Manager, and my role here is more technical than what I have experience with. I need help to start a mentorship program for about 70 employees across different levels and technologies/projects. Can someone help me with a step-by-step creation of this entire program? It is aimed at the following:

1. Helping the team with a growth path
2. Setting a career path for the team
3. Identifying learning opportunities for each team member
4. Making each member successful in their roles and responsibilities

I also need to inform them of the estimated time I'll be able to complete this in. Any templates, information, or guidelines that can help me successfully create and implement this plan will be very helpful. Thanks in advance.

Dear Seema, I conduct a training program on how to institute mentoring in a company. I have conducted training in several places. As a part of the training, I also help my clients in developing a policy on "Formal Mentoring." To enrich my training, I have read scores of books on this subject. You need to design a formal mentoring program, and a part of it is to organize a training program for mentors and mentees.
