Dear Anjon, if you have joined as an HR Manager in a new company, then you need to identify the necessary HR initiatives on your own. Please understand the company's culture, the existing systems and processes, identify the gaps, and prioritize accordingly. This is the basic responsibility of a Manager.
Nevertheless, you can approach your reporting authority to understand their perspective. To consolidate your position in a new company, it is better to work in tandem with the senior(s). There could be a mismatch between your priorities and theirs, but please note that the boss always has the upper hand. Implementing the boss's expectations is always beneficial. If you do this, you will earn the trust of your boss and can then gradually introduce changes that you would like to implement.
