Can we terminate Management Trainees for misconduct without a domestic inquiry?

What are the terms and conditions of the separation? Secondly, the nature of "misconduct" also matters. If the misconduct is of a serious nature, then it may merit an enquiry. By the way, please focus on the incident and not on the person.
