How Do I Clearly Communicate No Mid-Increment Policy to Employees in a Mailer?

Hi, I have to send out a mailer to employees mentioning that there is no mid-increment practice in the organization. Please help me draft it well - I have been drafting many mailers; however, I am not sure how to draft this one.

Discontinuation of the mid-year increment is a major policy decision. It will likely affect most of the employees. Therefore, this decision cannot be circulated as a circular but as a fresh policy itself. I recommend that you circulate the fresh policy or just amend the particular paragraph or clause of the policy.

Thank you for your response. Actually, there is no existing policy regarding mid-year increments. Employees have been spontaneously requesting these increments, prompting managers to ask us to send out an email addressing this issue.

Dear Deepti,

In that case, I recommend you formulate the policy on employee increments. This policy is, in fact, an offshoot of the policy on performance appraisal. Salary increments are based on the performance slabs. You can link a percentage increase to each performance slab.
