Is it compulsory to physically submit counterfoil of e-pehchan card generated to esic dept?
As there is line "To get permanent ID card, employee is requested to visit the following branch officeto get biometric & photo captured by this date 06/05/2019,in the Below Branch Office : "

There is no need to submit a copy of electronic identity card.You can take a printout, paste the family photograph of IP, sign across and affix stamp of the establishment and give it to the employee. This can be preserved by him and used as and when he or any of his family members named in the card wants medical assistance. This electronic identity card (e pehchan card) replaces the smart card issued earlier.

Is it okay issue epehchan card without adhar , as there is no space for adhar. And status of employees showing e pehchan not done

Adhar details are not available for the time being. But that is not an issue. You may fill in all other fields and issue it to the employee.
