Do I Really Need to Submit the E-Pehchan Card Counterfoil to the ESIC Office?

Is it compulsory to physically submit the counterfoil of the e-Pehchan card generated to the ESIC department? As there is a line "To get a permanent ID card, the employee is requested to visit the following branch office to get biometric and photo captured by this date 06/05/2019, in the below branch office:"

There is no need to submit a copy of the electronic identity card. You can take a printout, paste the family photograph of the IP, sign across, affix the stamp of the establishment, and give it to the employee. This can be preserved by him and used as and when he or any of his family members named in the card want medical assistance. This electronic identity card (e-pehchan card) replaces the smart card issued earlier.

Is it okay to issue an e-Pehchan card without Aadhar, as there is no space for Aadhar? The status of employees is showing that e-Pehchan has not been completed.
