LWF Exemption - the employees working in Central Govt. institutions or in Central MW are covered?

Dear Seniors, I have the following queries
1. the employees working in Central Govt. institutions are covered under LWF contribution
2. the employees getting in Central MW are covered under LWF contribution.
if they are exempted where can i found the source for this

Dear Member,
Up till now we have not came across any central enactment relating to Labour Welfare Fund Contribution. This is a state Act & most of the States have enacted their State Labour Welfare Fund Act for the welfare of the working class.
