Standardised Department policy - Limits of Authority, Department Budgeting?

I have recently joined print media company as Department HR and i have to work on policies particular for department , can anybody help me to standardize the same ;
Limits of Authority
Department Budgeting
Data Access control
Performance Management

Dear Preeti,
You have asked for the HR policies for the few topics. Nevertheless, it may be noted that designing policies is far more than "copy and paste" work. Policies are expected to be in harmony with the company's culture. Secondly, to design the policies one needs to understand the systems and process of the various departments. Standardisation follows thereafter.
Therefore, you need to do all the above on your own or hire a consultant to do this. We the members of this forum know nothing about your company. Therefore, it will not be advisable for us to recommend anything without understanding about your company.
