Regarding forest law on Import & Export of products

We are the manufacture of tarpene based products. We import raw material from other country outside India as Gum turpentine. We produce at least 40 products including Camphor. The question is
Can we required to pay transit fee to forest department on Import of Raw material or only procured from other state of India ?
Are we liable to pay transition fees to forest department on products , if Transit fee on raw material already paid to forest department ?
Please clarify, also if some one can suggest any consultant dealing with forest department issues.
