PMPRY Scheme - If employer don't want to take any facilities, what steps can be taken from govt

I am working in a school as office staff , I am doing PF ,ESIC . I have done the registration in PMPRY and digitally signed it,then discussed with the employer regarding the benefits and glitches of PMPRY. Till date we have not entered any employee's name and not taken any benefits.Dash board is blank, is it compulsory for the employer to take the benefit after registration and digitally signed. If employer don't want to take any facilities, what steps can be taken from govt.
Please guide me.

PMRPY is incentive, to boost fresh employment, if the employer does not wish to avail it , nobody can force them to avail it
