Experience Letter Dilemma: How to Help Employees When HR Refuses to Issue It?

I work at X company, which operates as a quick-service restaurant based on a franchise model. The company has various franchises, and there is a large number of staff working across these franchises. The staff members are rotated between the franchises and the company store.

Current Challenge: Experience Letter Request

My current challenge involves a staff member who worked at both our company's franchises and the company store for one and a half years. This individual has resigned from the job, providing a one-month notice before leaving. The former employee is now requesting an experience letter from our company's restaurant.

HR Department's Stance

The HR department is refusing to issue the letter, citing that the staff member's last employment was at a franchise store. HR insists that the employee should obtain the experience letter from the franchise store. Unfortunately, the staff member is facing difficulty in obtaining the required letter from the franchise store as it is a small establishment and does not know how to handle the situation.

I am still waiting for the solution. Can we give him an experience letter on our company letterhead? Please suggest.
