Handling Missing Employment Documents: How Should HR Address Non-Submission by Employees?

For non-submission of testimonial and past details/documents of employment by employees, what is the appropriate way for the HR department to proceed?

Dear Rajeev,

Every appointment is provisional only subject to the submission of all the testimonials by the appointee for verification and return by the employer. If one fails, the employer has to simply cancel the appointment - that's all.

Give a written demand for standard testimonials to be verified by your office as routine for all new employees with a specific date. In case of failure, cancellation of the appointment order can follow.
