Before deciding on the competencies of the job candidate, you need to decide on the measures of performance for each department. Thereafter, you need to identify what competencies are required if you need certain level of performance.
Job candidate may or may not have the competencies, as a organisation we are more interested in the deliverables. Therefore, my recommendation is to make KRA-based recruitment rather than competency-based. You may call me and I shall explain the flaws of competency-based recruitment.
As far as competencies are concerned, while there can be some commonality in the behavioural competencies, functional competencies will differ from one department to anothr and from one designation to another. To decide those competencies, one would need to do the study of the systems and processes of each department.
