I ran a company for two and a half years. I had to shut it down. Now I am looking for a job. Can I show my company name on my resume, mentioning that I worked there?

You can show yourself as the owner of the company (if you were the owner). Be ready to answer many questions - why it closed, what type of product was manufactured/sold, what type of company, etc. The ability to run a company may be highly valued by potential employers depending on how you present yourself. Not everybody can set up and run a company; it is a skill and ability.

Employers are not allowed, except in cases where benefits mentioned for employees such as scholarships or any other welfare schemes.

If you had owned the company, you can mention that in your resume. Failure as an owner is not a black mark. Be prepared to answer questions like, "What went wrong?" "In what ways could you have done better?" "What are the lessons that you have learned that will be useful to you?" "Were the main reasons attributable to people or technology?" etc.
