How Do I Draft a Request Letter for Partnering with Overseas Hiring Agencies?

I am a recruitment consultant. Recently, I received a request from my CEO to draft a letter requesting collaboration with external agencies who can help us hire better professionals from abroad. I am seeking assistance in drafting a suitable request letter or obtaining related links to gain a better understanding.

You may discuss with your CEO about the draft. Ask him what points he would like to include. Based on his inputs, you may upload the draft on this forum. Some seniors like me will correct the draft thereafter.
